Samuel brings 42+ years of professional experience, including 27 years with the World Bank and 19 years of international experience across Africa, South Asia and East Asia, with over ten years at World Bank headquarters in Washington, DC. As a Senior Procurement Specialist he worked in the Bank's procurement policy and governance functions. He contributed to the development and review of procurement regulations and standard procurement documents for Works (including Design-Build, EPC/Turnkey, DBO, Plant DSI and Framework Agreements); Goods; selection of Consultants and non-consultant services; and guidance notes and templates.
He has designed and delivered procurement and contract-management training for government officials, project teams, engineers and consultants, and is a FIDIC Certified Trainer in Fundamental Construction Contracts.
