Samuel Haileselassie Kebede is an international public procurement and contract-management specialist with extensive experience in development-financed procurement, infrastructure procurement, contract administration, procurement policy, standard procurement documents, capacity building and professional training.
He has 42+ years of professional experience, including 27 years with the World Bank, of which over ten years were at the Bank's headquarters in Washington, DC. His 19 years of international experience span Africa, South Asia, East Asia and the USA. At the World Bank he held senior procurement roles, including positions in the Bank's procurement policy and governance functions. His work included the development, review and implementation of procurement documents, procurement regulations and standard procurement documents, quality assurance and review of procurement, capacity building, contract management, infrastructure procurement and the development of guidance documents.
He contributed to the development and review of World Bank procurement documentation and guidance in areas including Works, Design-Build, EPC/Turnkey, Design-Build-Operate for water and wastewater, Plant Design, Supply and Installation, Information Systems, Framework Agreements, performance-based contracting, evaluation methodology and contract management.
He has extensive experience designing and delivering procurement and contract-management training for government officials, project implementation teams, procurement practitioners, engineers, consultants and other professionals. Has delivered in-person training in multiple countries, including the USA, Türkiye, Egypt, Tunisia, Kenya, Zambia, Ghana, Pakistan and Italy.
