Infrastructure Procurement

Infrastructure procurement is shaped by the contracting model chosen at the outset. Allocating design, construction, performance and operational responsibility

Under a traditional Works contract the employer provides the design and the contractor builds to it, so design risk stays with the employer. Under Design-Build, EPC/Turnkey and Plant DSI arrangements the contractor takes on design and, increasingly, performance responsibility, which changes how requirements are specified, how bids are evaluated and how the contract is administered. DBO extends the contractor's responsibility into operation, so the employer procures an outcome over a period of years rather than a completed asset.
